Yes, you can drink Guinness Nitrosurge without the device by simply opening and pouring the can into a glass like standard draught beer. Yahoo answer.

After a bit more reading the Nitrosurge device is supposed to create a closer to the real creamy head and beer of a real Draught pint, but they do cost £25 to £30.

That's good to know as the internets also say you can use an ultrasonic cleaner, so I was planning on doing that, but it's good to know it's still drinkable if the ultrasonic doesn't work properly.
